NEW: RI GOP Chair Bell "Seriously Considering" Filing Elections Complaint Against Raimondo

RI GOP Chair Brandon Bell said he is "seriously" considering filing at complaint against Raimondo at the Board of Elections.
Rhode Island Republican Party Chair Brandon Bell said that he is "seriously considering" filing a complaint against Governor Gina Raimondo with the Rhode Island Board of Elections, after a GoLocalProv.com investigation unveiled Raimondo's campaign failed to report the fair market value of the rental space for her campaign kick-off event in 2014. 

The event took place at the Hope Artiste Village in Pawtucket - which is owned by Lance Robbins, the controversial California developer who was recently awarded $3.6 million by the state to rehab more lofts at the mill complex. 

Following a growing chorus of state leaders calling for a review of the tax credits awarded to Robbins, Rhode Island Commerece Secretary Stefan Pryor announced Friday that he was directing the Commerce Corporation to conduct a review

"I am seriously considering filing a complaint on this, I've got to talk with some colleagues first -- from a legal perspective," said Bell on Tuesday of Raimondo's non-disclosure of the in-kind contribution. 

"I've often been critical of the Board of Elections. However, there's new appointees and now a different [interim] Executive Director," said Bell. "So this might be a good test."

Reporting In-Kind Contributions

Last week, GoLocal reported that Raimondo's campaign said the cost of the campaign kick-off was an in-kind contribution made by Hope Artiste Village, claiming they pro-rated the monthly rent for an hourly cost of $7, for a total of a $35 "in-kind" contribution. 

Raimondo's campaign spokesperson Kate Ramstad said at that rate, as it fell under the $100 threshold for reporting in-kind contributions, it did not need to be reported. 

An undercover investigation by GoLocal's Russ Moore found that Hope Artiste Village said they charge $75 an hour for a comparable room rental.   

At that amount, the in-kind contribution -- and who it came from -- would have had to be reported by Raimondo. 

Raimondo's spokesperson did not respond to an inquiry Tuesday as to whether Raimondo would amend her campaign finance reports.
