PawSox Want $120M, South Carolina Lands Volvo for $200M in Incentives

The Pawtucket Red Sox new ownership is asking for $120 million in incentives from Rhode Island and a tax break from the City of Providence voiding property taxes for thirty years. The PawSox employ less than 30 full-time employees.

In contrast, the State of South Carolina hit an economic home run. “Volvo Car Corporation has selected Berkeley County, South Carolina for its first manufacturing facility in the Western hemisphere,” announced South Carolina economic development officials on Monday.

“The new $500 million factory highlights the attraction of the United States as a location for high-technology manufacturing. The plant is expected to create 2,000 new jobs over the next decade and up to 4,000 jobs by 2030.”

The PawSox ask is on top of the nearly $30 million that the minor league baseball team received over the past two decades in state funding and debt service. In total, if the PawSox deal was approved the AAA baseball team would receive in excess of $150 million in public funding and pay no property taxes over a total of 50 years.

The Volvo deal incentives include $120 million in economic development bonds. 

Tale of Two Governors

“This is a landmark moment and truly a great day in South Carolina as we welcome Volvo Cars’ first American manufacturing plant to our state. By bringing $500 million in new investment and 4,000 jobs to this community, Volvo’s presence and commitment to Berkeley County and the state will be felt for decades to come. We are proud to have this global leader in car manufacturing join and strengthen South Carolina’s automotive industry,"  said Governor Nikki Haley.

Rhode Island’s Governor Gina Raimondo said about the proposed deal by the PawSox owners, “"From what I understand of the owners' initial proposal, it appears that Rhode Island taxpayers would pay most, if not all of the cost of building the new stadium, yet the owners would stand to receive all of the profits. That isn't fair for Rhode Islanders.”

The PawSox proposal would cost $4 million per full-time job. The South Carolina Volvo deal costs $50,000 per full-time job.
