Smart Benefits: 2016 Health Insurance Rates Approved

Last week, Rhode Island Health Insurance Commissioner Kathleen Hittner, MD, announced her decision on commercial health insurance premiums for 2016 – approving lower rates than those requested by insurers. Hittner said that, in reaching her decision on the premium requests, she balanced “affordability to the consumer with a legal obligation to guard the solvency of insurers.” 

OHIC reviewed the increases to premium rates for plans sold to individuals and small and large employers who purchase coverage through Blue Cross Blue Shield of Rhode Island, Neighborhood Health Plan of Rhode Island, Tufts Health Plan and UnitedHealthcare through its annual process, except for BCBSRI’s individual health plans that were subject to a separate rate review hearing required by state law. It also reviewed each insurer’s contracts to make sure the plans sold in the state meet benefit, access, and cost sharing standards required by Rhode Island and the ACA. 

Individual and Small Group Rates

In the individual and small group markets, the Essential Health Benefits Base Rate – the premium for a plan with no cost-sharing for a 21-year-old – is the basis for the rates that will be charged for individual and small group plans offered. Actual rates will differ depending on a subscriber’s age and the benefits selected. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Large Group Rates

For large groups, the expected premium increases are averages, meaning, an employer’s rates will depend on demographic changes in their workforce and their company’s utilization.
