“The Best Views” - This Waterfront Development on the Seekonk River Is Opening
One of the most significant waterfront housing developments in the Providence area is now launching.

In total, the project will total nearly 400 units.
It is the brainchild of Churchill & Banks and its CEO, Richard Baccari II. For him, it is a time of mixed emotions.
Last April, Baccari’s father passed away and now, the project that the two of them worked so closely on is coming to fruition. The senior Baccari was one of the most successful developers in New England.
Baccari said the vision of this project has been years in the making. "The goal was to be able to build 400 units on the waterfront within five minutes of the East Side of Providence. I think it's a special opportunity," he said.
The project located on the Seekonk River in East Providence has arguably the best view, as it looks over to the East Side of Providence and the Blackstone Park and Butler Hospital campus.
“You also have the advantage of having the new Henderson Bridge; you're not dealing with the Washington Bridge. It literally takes five minutes to drive from East Point to Wayland Square,” said Baccari.
As the project rolls out, Baccari said it has some significant advantages over his firm's very successful Kettle Point project — specifically, it has more waterfront views.
Developing the Project
“It took us about two years to permit the project, and we purchased it in late 2022. And so we've been under construction since the spring of 2023 until now on the standalone condos,” said Baccari.
A number of those are built and sold. Many of them feature individual elevators and he said are perfect for a range of living experiences including those wanting to downsize the East Side or Barrington.
Each of the properties has unobstructed views up and down the Seekonk River and is across from the Narragansett Boat Club.
Baccari said the 128-apartment project began with the pouring of the foundation this past week.
And the other condominiums will be developed shortly thereafter.
“There'll be various types of products to sell and to live in. I would say that within probably 30 months, the project will be complete,” said Baccari.
“The first phase of the apartment, which is 70 units, will be complete in 14 months. So we'll be opening basically summer of next year — 2026,” he said.
“That'll have a pool, a gym, and people that live in the condominiums would have the ability to join that gym and pool as an additional fee, if they so choose. The apartments will be a four-story building, all the units will have decks and water views, and an elevator. There's access to the waterfront, there's a kayak launch on the property and plenty of recreational activities in the area,” Baccari added.
