Fane Tower Proposal Moves Forward on 195 Parcel, Despite Opposition

The controversial proposal by developer Jason Fane for a 46 story residential tower on the former 195 land in Providence is now going to the Providence City Council for consideration -- after deliberation at the Providence Plan Commission that went late into Tuesday night. 

Despite commission staff acknowledging that the proposal aligns with the city's comprehensive plan, after hours of testimony followed by deliberation, the commission voted 5-2 to not recommend the requested zoning change as it heads to the Providence City Council. 

The proposed project is the largest private development proposed in Providence in two decades. It is estimated to cost $250 to $300 million.

One of the opponent to the project was Arnold "Buff" Chace, who has developed a large number of building using tax stabilization agreement and then extensions to many of those agreements claimed he was not arguing against the project as a competitor, but argued that the Fane Tower should comply with existing regulations. Chair of the Commission Christine West cited Chace's claims in her comments. West is an Architect with the firm KITE Architects.

"Simply put, they voted not to recommend the zone change to the City Council, despite the staff's recommendation to approve," said Dante Bellini, who is a public relations consultant for Fane.

The decision comes on the heels of lauded Rhode Island architect Frederick St.Florian endorsing the project just prior to the meeting on Tuesday — and strong opposition during testimony outweighing those supporting the tower. 

St.Florian, however, outlined why he supported the Fane tower to GoLocal. 

"The tower should make a statement — making a statement means having a presence — presence in a city is often height.  The height that the tower will be will be the right height," said St.Florian, who is the architect of the World War II Memorial in Washington, D.C.  and has drawings in the permanent collection of the Museum of Modern Art in New York and the Georges Pompidou Centre in Paris.

In November 2016, Fane put forth his plan on invest in three towers on the 195 land, before paring down the proposal to just one in December 2016. 
Fast forward to April 2018, when Fane unveiled a new, "organic" design  -- which opponents in the Jewelry District were still adamantly opposed to its height.
