Providence’s HR Director Is Also the Personnel Director for a Town in MA

His name is Paul Winspeare.
Smiley named him to oversee the city’s personnel functions in May of 2023.

Months after he was named to the six-figure Providence position by Smiley, in November of 2023, Winspeare also applied and was appointed to be the personnel director of Georgetown, Massachusetts. He was officially hired by the Georgetown Board of Selectmen at the December 11, 2023 meeting.
GoLocal asked Smiley spokesperson Josh Estrella about Winspeare serving both as the full-time director in Providence and a similar job in Massachusetts simultaneously.
Estrella confirmed his salary but was unaware of Winspeare’s Massachusetts job.
The Smiley administration refused to answer questions about Winspeare’s multiple roles.
On Monday, GoLocal spoke to an official at the Georgetown Town Hall who confirmed that Winspeare is the Town’s personnel director.

Prior to being appointed by Smiley, Winspeare served as chief human resources officer in Chicopee, Massachusetts.
During his tenure there, the city had reportedly been paying health and dental premiums to former employees, retirees, and their dependents after they had died or left the job, according to a report in MassLive.
Today, besides his full-time job in Providence and his position as the top personnel director in Georgetown, he is also an adjunct member of the faculty at Westfield State University and has a consulting business, according to his social media.
Smiley said in naming Winspeare, “We are building a team that will help make Providence the best-run city in the nation. I am thrilled to welcome Paul Winspeare to the City to guide these efforts. Winspeare’s years of leadership will be instrumental as the City implements modernized professional development, performance and employee satisfaction strategies to ensure we continue to support and attract talented leaders from near and far to join our team.”
