Moore: PawSox Hearings Present Real Opportunity For Rhode Islanders

The Rhode Island State Senate, under the leadership of Senate President Dominick Ruggerio, deserves credit for holding hearings across the state about the potential of spending taxpayer dollars to build a new stadium for the Pawtucket Red Sox.

Far too often, the rank-and-file residents of Rhode Island feel as if their opinions aren’t valued or paid much attention by statehouse leadership. The fact that the Senate has scheduled hearings in all five counties and has pledged to take the testimony of Rhode Islanders into consideration before voting to approve a massive expenditure, in the tens of millions, in all likelihood, is a very positive sign.

“We want to ensure that the voice of the people is heard, and we welcome broad participation from our constituents in these discussions,” said Senate Finance Committee Chairman William J. Conley, Jr. in a recent press release. "The Senate remains committed to the most open, transparent, and deliberative process possible. The Senate Committee on Finance will thoroughly scrutinize all aspects of the legislation during intensive public hearings, and we will receive testimony from anyone wishing to register a position or provide input.”

Commendable Transparency

That means it’s up to Rhode Islanders to get to these hearings and make certain that the legislators hear their opinions on this issue. It seems like everyone has one. It’s not enough to merely talk amongst ourselves. One of the great things about Rhode Island’s size is the fact that it makes our leaders accessible. This is a chance to take advantage of that fact.

But the greater question about the process pertains to the intentions of the Rhode Island House of Representatives. While the Senate is being on this issue, the House hasn’t scheduled any hearings or other actions regarding this vital issue.

Even if the Senate decides on a course of action, potentially to pass legislation to keep the Pawtucket Red Sox in Pawtucket and help construct a new stadium, the House of Representatives would also have to go through its own process.

What Sayeth The House?

That’s good and bad. It would give us, the residents, a second bite of the apple, so to speak. It does, however, raise questions as to the timeline of how this timeline will play out. The word on the street is that the Senate leadership would like to see this issue voted on sometime in November in a special session.

Yet House leadership hasn’t indicated a willingness to play by that timeline--at least yet.

And everyone remembers the bad blood that developed between House Speaker Nicholas Mattiello and Senate President Ruggerio at the end of this year’s regular session of the legislature. It will be interesting to see if a power struggle over the Pawtucket Red Sox issue develops.

It would be a drama worthy of a tragic play to see the Pawtucket Red Sox fall victim to a power struggle between the House and Senate leadership.

In any event: everyone who feels strongly about this issue should make their voices heard.

Tuesday, September 26, 2017, at 6 p.m. at William E. Tolman High School Auditorium, 150 Exchange St., Pawtucket: The committee will review potential ancillary development and Pawtucket’s risk, and take public testimony.

Tuesday, October 3, 2017, at 6 p.m. at the University of Rhode Island, Swan Hall Auditorium, 60 Upper College Road, Kingston: The committee will examine the economic model and review state level risk analysis, and take public testimony

Wednesday, October 11, 2017, at 6 p.m. at the New England Institute of Technology, Media Presentation Theatre, 1 New England Tech Blvd., East Greenwich: The committee will conduct general inquiry into previous testimony and presentations, and take public testimony.

Thursday, October 12, 2017, at 6 p.m. at Roger Williams University School of Law, Room 283, 10 Metacom Ave., Bristol: The committee will continue its inquiry and take public testimony.

Thursday, October 19, 2017, at 6 p.m. at Bryant University, Bello Center Grand Hall, 1150 Douglas Pike, Smithfield: The committee will continue its inquiry and take public testimony.
