With Paiva Weed Out, Balance of State Power Shifts

For the past year, the battles between Governor Gina Raimondo and House Speaker Nick Mattiello had a subplot. Senate President Teresa Paiva Weed, the politically and institutionally weakest of the three, generally sided with Raimondo.

When the Governor proposed her $30 million college student loan funding program, Paiva Weed strongly endorsed Raimondo’s initiative, while Mattiello criticized the funding structure.

Similarly, when Mattiello announced his five-year plan to eliminate the auto excise tax, Raimondo criticized the proposal as being too expensive and Paiva Weed has withheld support for the Speaker’s plan.

Paiva Weed headed to Hospital Association
Paiva Weed is now poised to leave the Senate and jump to run the Hospital Association of Rhode Island (HARI) for a financial package at the non-for profit trade group that totals nearly $280,000 (previous President Michael Souza earned $247,000 and $33,000 in benefits and his predecessor Ed Quinlan's package topped $350,000).

With Paiva Weed out, two dominos fall. The first is the new leadership in the Senate is likely to be Dominick Ruggerio as Senate President and Michael McCaffrey as Majority Leader. The second is the political alliances in the State House just got flipped.

Implications

The shake-up has a number of implications.

First, the alliance between Raimondo and Paiva Weed’s Senate will be over and the Ruggerio-led Senate will be up for grabs. Mattiello will be empowered and Raimondo’s legislative foothold will not be a given.

Second, Paiva Weed's move to the HARI leadership position is a desperate move by the financially struggling hospital industry. Care New England lost over $50 million and Lifespan lost nearly $30 million and the industry faces complete uncertainty with the repeal of Obamacare. HARI is looking for an influential leader.

Third, Ruggerio may be a surprise. He has been one of the most aggressive legislative leaders in pushing for pro-development economic development initiatives. When Congressman David Cicilline was bowing to national labor union pressure to block Norwegian Air from flying out direct international flights, Ruggerio stepped by and spoke loudly and emphatically for the initiative and job growth. While Ruggerio may have deep ties to labor, he has been a big proponent of reforms to improving the RI economy.
