EXCLUSIVE: RI GOP's Secret Plan to Influence State House if Mattiello Loses

A secret communication from outgoing GOP Minority Leader Brian Newberry reveals GOP plans should Speaker Mattiello lose on Tuesday.
A private Facebook message sent Sunday morning by Republican House Minority Leader Brian Newberry to members of the House GOP and independents outlines a secret plan. Members receiving the message are sworn to a "blood oath."

The plan is for top GOP leaders to meet on election night and plan out how they can influence the State House and be a force in who will be the next Speaker of the House.

The plan is premised on if Speaker of the House Nicholas Mattiello loses on Tuesday to GOP challenger Steve Frias, the GOP will hold a late-night meeting about next steps - including what they will want from a new Democratic House leader in exchange for their support.

The Facebook messages were exclusively secured by GoLocal.

"Everyone -- if Nick loses, not matter how exhausted and exhilarated you are, it will be like nothing compared to what will happen over those 48-72 hours afterward. You will have never seen anything like it -- but there will be a new Speaker by Friday at the latest even if it means midnight meetings at secret locations with practical blood oaths sworn in front of others...no joke," wrote Newberry.

Meetings Planned

In his messages to House GOP, Newberry speaks to two upcoming meetings -- one on November 16 to elect new Republican leadership (as Newberry previously announced he is stepping down at Minority Leader) and a new member training on November 19.

However, in the event Mattiello loses Tuesday, Newberry was explicit to members of the Facebook group. 

"There is a good chance that Nick Mattiello loses to Steve Frias on Tuesday, If he does not, despite what you have heard in the press or whatever rumors you may hear or whatever Democrats may reach out to you and whisper sweet nothings in your ear, Nick will come back as Speaker next session. 

To that end, if (and only if) Nick loses...there will be meeting of Republican and Independent  House members (only) at 9:30 P.M. at A.G. & G at 21 Mill Street in Johnston. 

The meeting will be presided over by Mike Chippendale who, as Senior Deputy Minority Leader...is the current #2. This meeting will NOT be to decide who we will back as Speaker.

It will be to get everyone together and agree on A, a process by which we will eventually make a group decision, and B, what as a group we want in exchange for our support."
