BREAKING: Third Highest Ranking Rhode Island State Police Officer Stepping Down

Rhode Island State Police Lieutenant Colonel Joseph Philbin is stepping down after 25 years with the State Police, GoLocal has learned.

Philbin, the Commanding Officer of the Department of Public Safety and Training, was third in command, under Deputy Superintendent Lieutenant Colonel Kevin Barry and Superintendent Colonel James Manni.

The move marks the latest in shakeups at the State Police, which was recently investigated by the Connecticut State Police — and according to sources, Philbin was among the top command staff under investigation.

On Monday evening, Philbin will receive a unique “Mensch of the Year” award from RI Coalition for Israel (RICI) at the Dwares JCC, Providence. “Mensch” is a popular Yiddish term meaning “a person of integrity or honor”. The award will be given as part of a larger event entitled “Bankrupting Terrorism," presented by RICI and co-sponsored by several other Jewish community groups.

The report of the Connecticut State Police was recently completed -- and referred to the Rhode Island Attorney General and U.S. Attorney.

Philbin's Bio

Lieutenant Colonel Philbin, a twenty-five-year veteran of the Rhode Island State Police, served as the Commanding Officer of the Department of Public Safety and Training. In this capacity, he oversaw the Department of Public Safety, which includes the Capitol police, the Division of Sheriffs, the E-911 Uniform Emergency Telephone System, the Public Safety Grants Administration Office and the Rhode Island Municipal Training Academy. In addition, he oversaw the Central Management Office.

Prior to joining the Rhode Island State Police, Lieutenant Colonel Philbin served one year with the East Greenwich Police Department. Upon graduating from the State Police Training Academy in 1994, he was assigned to the Uniform Bureau where he served at all the barracks. He was transferred to the Detective Bureau in 2000, where he served for nine years in the Intelligence Unit, FBI’s Joint Terrorism Task Force (JTTF), and Narcotics / High-Intensity Drug Trafficking Areas Task Force (HIDTA). He was Officer-in-Charge of the Major Crimes Unit and the Detective Commander and most recently served as Chief Investigative / Administrative Officer.

He was promoted to Corporal in 2008, Sergeant in 2010, Lieutenant in 2012, Captain in 2014, Major in 2015, and Lieutenant Colonel in 2016. Other previous assignments include Night Executive Officer, Patrol Commander of the Wickford Barracks, and Director of Training. He was a member of the Division’s Motorcycle Unit where he served as Officer-in-Charge.

Prior to joining the Rhode Island State Police, Lieutenant Colonel Philbin served a Patrolman with the East Greenwich Police Department. Among his credentials, Lieutenant Colonel Philbin holds a Bachelor of Arts Degree in Sociology from the University of Rhode Island.
