Man Drives on Highway With Woman Trapped on Hood of Car Following Accident in Providence

The victim told police her hand had gotten lodged between the hood and windshield of the suspect’s vehicle — and that he drove on the highway with her on top of his car.

About Incident
The victim — a female in her 20s — told police she had gotten into a car accident on Exchange Street in downtown Providence shortly after 7 PM. According to the victim, she got out to confront the driver of the other vehicle involved — later identified as Keith Beard, age 47, of North Scituate.
The victim told police that Beard remained in his vehicle and when attempted to leave, he almost hit her. She said she then put her hand out in an attempt to avoid getting hit, and that her hand became lodged between the hood and windshield area of Beard’s vehicle.
The victim said Beard then drove off while her right hand was stuck and she was on top of the hood of his vehicle. The victim said Beard proceeded to drive on Route 6, then Route 10, and that she called 911 with her free hand and yelled numerous times for Beard to stop the vehicle.
Police said they located and stopped Beard's vehicle after it exited Route 10 on Union Avenue. The victim was taken transported by Providence Rescue to Rhode Island Hospital with a hand injury.
Beard was taken immediately into custody and transported to Central Station. Beard is being charged by the Traffic Bureau with:
31-27-1.1 Driving to Endanger Resulting in Personal Injury
11-5-2.2 Battery / Criminal Negligence
11-5-2 Felony Assault
31-11-18 Suspended License
31-26-1 Duty to Stop in Accident / Attended Vehicle.
Beard was also issued the following violations:

31-18-8 Due Care by Operator
31-33-2 Failure to File an Accident Report
