NEW: Gas Prices Up One Cent - Second Week in a Row

Gas prices are up one cent in Rhode Island for the second consecutive week, according to AAA Southern New England. AAA's weekly survey found the average price of self-serve, regular unleaded gasoline to be $3.19 per gallon -- seven cents above the national average and almost 50 cents higher than it was this time last year.
