Shortly after 9 AM on Wednesday, police on detail at the DHS building on Reservoir Avenue said they observed a woman go into a restricted area of the building.

According to police, the woman - later identified as Mikray Morgan, age 22 - refused to comply with orders to follow proper procedure and became disruptive.

Police say Morgan was ordered to leave the premises at which time she pulled down Halloween decorations off the wall.

When officers went to arrest Morgan for disorderly conduct, police say Morgan resisted arrest and bit an officer on the forearm, breaking the officer's skin and drawing blood.

Morgan was eventually detained and taken to Central Station; the officer went to Rhode Island Hospital for treatment.
