Who Has the Best Chance to Beat Cianci - Elorza or Solomon (or Harrop)

Michael Solomon is the current frontrunner in the Democratic primary race for Providence Mayor, but some argue that he is less likely to defeat Buddy Cianci in the general election than his Democratic primary opponent, Jorge Elorza.

“It seems to me that a candidate who is not as directly associated with politics as usual -- in other words, a candidate who is not Michael Solomon -- has the best chance of beating Buddy Cianci,” said veteran Rhode Island pollster Victor Profughi.

Solomon's campaign released a snapshot of internal poll data yesterday which supports the assertion that Solomon is the best positioned candidate to defeat Buddy Cianci in the general election this November.   The poll data, which was released without an accompanying questionnaire, shows Solomon leading Independent Buddy Cianci and Republican Daniel Harrop in a three-way general election horserace (36% Solomon, 35% Cianci, 6% Harrop), while Elorza trails by seven points (38% Cianci, 31% Elorza, 6% Harrop). About one quarter of voters remain undecided regardless of who the Democratic nominee is.

Drawing Contrasts

In a press conference held yesterday morning Solomon, who is currently the subject of an Ethics Commission investigation for failing to disclose financial interests in multiple years of ethics filings, responded to allegations some have made that his ethics investigation might make it more challenging for him to draw contrasts with Cianci than Elorza who is a former Providence Housing Court judge and professor of law at Roger Williams University.

"I am the only candidate who has the experience and the proven leadership to move this city forward," said Solomon.

Republican mayoral candidate Daniel Harrop disagreed with Solomon's assertion that his experience holding elected office makes him better positioned than Elorza in the general election.

“Elorza is the candidate that I would have the most trouble running against and that a twice-convicted felon like Buddy would have the most trouble against. We have a huge problem of ethics and morals in this city.  While Mike Solomon’s ethics complaints just keep piling up, Jorge Elorza is a smart, well-spoken Judge with a squeaky clean record,"  said Harrop.

“My question is, what are his [Solomon’s] fellow Democrats going to do [in the general election] now that they have said a vote for Solomon is a vote for Buddy?  Do they regroup and call him the ‘candidate with the fewer stains on his jacket?” said News Radio 920 host Ron St. Pierre, speaking to one of the hurdles Solomon will need to overcome should he win the Democratic nomination and go on to face Cianci and Harrop in the general election.

The Harrop Factor

Whoever wins the Democratic nomination will need to secure a greater chunk of the electorate than Cianci -- who has a solid support base from about one-third of the general electorate, according to Profughi.

“It is pretty clear that Buddy has a support base of roughly 30-35% of the vote.  He is going to have that no matter who his opponent is,” said Profughi.

“15-20 percent of voters in the city of Providence are registered Republicans and they are not going to be voting for Buddy Cianci, nor will they be voting for Michael Solomon," said Harrop, speaking to Solomon's ability to secure a sufficient portion of the electorate to defeat Cianci in November.

Profughi added that it will bode well for Cianci if Harrop, who garnered 17% of the vote during his last run for Mayor of Providence against David Cicilline in 2006, secures a similar proportion of the electorate this November.

“A weak Republican candidate will likely get no more than 10-15% of the vote.  The larger the Republican candidate's share of the vote is, the more helpful it will be for Buddy,” said Profughi.

Minority/East Side coalition will help Elorza

“If Elorza emerges from the Democratic primary with a significant vote total, that may indicate that Providence’s minority communities have considerable clout in ultimately deciding who will be Mayor,” said John Loughlin, Former RI State Rep. and host of The John Loughlin Show on 630WPRO.

According to Loughlin, if Elorza wins the Democratic primary by a wide enough margin, it could spell the end of Cianci’s come-back bid.

“In many cases, the minority, as well as the youth vote, pose problems for pollsters when attempting to forecast vote totals. Often these groups can be difficult to reach and therefore measure, with any degree of accuracy,” said Loughlin.   “If the Providence minority vote, turns out in large numbers in the primary, I would speculate that Buddy Cianci may discontinue his quest to return to office.”

"Elorza's narrative is everything that Cianci's isnt save for both being products of the Providence public education system," said Roach.   "Cianci has an administrative track record while - like Taveras before him - Elorza's style as the executive of the city is unknown. Those differences provide Elorza the best opportunity to defeat Cianci in November because his and Cianci's strengths and weaknesses are not similar at all. In my opinion, that would give Elorza the most viable pathway towards defeating Cianci."
