As GoLocal reported

"Upon arrival, police said they saw the man was already in a police boat along with officers, who were bringing him back to the pier.

Police say the man then jumped out of the boat and tried to swim away.

Authorities made several attempts to get the man back into the boat and were able to return him to the pier.
