Meet the candidates this election year. GoLocal is featuring all the candidates for General Assembly, those running for Mayor in cities across the state, and the Congressional candidates. This feature allows each candidate the opportunity to express their views on the issues. Meet Representative Kathleen Fogarty who is running for re-election in House District 35.

 

1. What do you think is the biggest political issue this campaign season in Rhode Island?

Job creation is the biggest political issue of this campaign.  We must do a better job at job creation so that our children can find employment and stay here after they receive their education whether it be college, high school or trade school. We need to continue to invest in both primary and secondary education. If we have a skilled and educated work force the job climate will improve in Rhode Island.

I would like us to provide our children with the tools to participate in the American Dream.  We need to go back to basics, we are moving in the right direction with full day kindergarten across the state. I would like to see additional funding for preschool programs. We also need to continue to motivate and inspire students with STEM classes.

The world is more competitive and the key to success begins with high quality educational opportunities and experiences.  These early interventions will pay off in long term in regards to jobs and in short term with reductions in special need services at local municipal levels.  Thus potentially reducing public education costs/taxes.

 

 

2. What do we need to do to improve Rhode Island's economy?

 

Expand job opportunities, that will improve RI's economy.   As legislators we need to build upon changes to tax laws to aid small businesses. The existing small business are as important, if not more important, as bringing big businesses into the state.

We should continue to hack away at the minimum corporate tax.  Work with the RI SBA to see where we can supplement initiatives to reduce their costs, like when we eliminated the fuel tax for business.  We must also stream line the process for small business when they need assistance from the state. No business should be turned away or put on hold.   When they have a question they should get an answer immediately.

 

3. What is the greatest challenge facing Rhode Island as a state?

 

I have touched upon the economic challenges; another challenge is to improve our own self-image.  Unfortunately, scandals and mistakes have been made, we must review and learn from them.  We have to then change and adjust but we always need to continue to move RI forward.

The good news is that this has been one of the most reform oriented legislatures ever!  We have passed campaign finance reform, lobbying reform along with removal of the master lever.

I supported both the early and final ethics reform legislation.   I fully support the constitutional amendment dealing with the ethics commission oversight on the general assembly.  I ask that voters support this amendment too.   Rhode Islanders need to know that their elected officials are working to improve the state.  I hope these reforms will be the start of bringing pride back to our beautiful state.

 

4. Why are you running for office?

 

Running for State Representative is an extension of my ten years of service on the South Kingstown Town Council. South Kingstown is a very well run town. My goal was to bring what I have learned locally to the state level.  I found that to be an asset while sitting on the Committee on Municipal Government.  Local issues are directly tied into the state policy decisions. I feel I was an advocate for the local municipalities when certain bills were heard, that I thought would have negative financial implications locally.  State aid has decreased to many cities and towns and we have to seriously consider and weigh, as representatives, the impact that any bill will have locally.  

  

5. Who is your inspiration?

 

I am inspired by many people.  My parents are my prime inspiration, they are native Rhode Islanders and retirees living here in South Kingstown.  I often reflect on how legislation will impact them.

Ann and David Reilly are salt of the earth people.  They taught me respect, honesty, humility and that in life you need a good sense of humor.  They believe in their children and never stop guiding and supporting each of us. I can only hope to be as good of a parent. My parents worked hard and never took a sick day. I credit them with my biggest asset, my work ethic.
