Raimondo Criticizes National Grid Storm Response, Company Responds

Governor Gina Raimondo is blasting National Grid following the release of the Division of Public Utilities and Carriers (DPUC) report regarding its investigation into the company. 

As GoLocalProv reported, the DPUC investigated National Grid’s preparations and response to the October 2017 storm which left thousands of people in the state without power for days.

The DPUC found that National Grid failed to adequately prepare and directly contributed to a 36-hour delay in full power restoration.

"Rhode Islanders deserve better service from National Grid. I ordered this investigation in October because I saw residents in neighboring states get their power back soon after the storm ended, while Rhode Islanders had to wait days.

The delay was not because crews weren't working quickly enough, it was because Grid's management failed their customers. They failed to communicate. They failed to adapt.

To ensure that National Grid takes action on these recommendations, I've directed DPUC to require the utility to provide monthly progress reports.

Unfortunately, because of climate change, storms like the one we saw in October will continue to hit Rhode Island with more and more frequency. National Grid needs to be better prepared to weather our new climate. Shortly after this storm, National Grid asked ratepayers for a rate increase. I will do everything in my power to prevent any increase unless it includes significant investment from Grid's shareholders in modern infrastructure to reduce the number of outages in future storms and speed up restoration efforts."

National Grid Responds 

"Over the past month, Rhode Island has been hit hard by three consecutive weather events. Each caused significant damage throughout the State and to National Grid’s electricity network, leaving more than 200,000 of our customers without power.  As the Division of Public Utilities and Carriers has noted, “the severity and frequency of major storms is clearly on the rise in our region.

No matter how powerful, frequent or unpredictable the weather, we are committed to getting the lights back on for our customers, neighbors, and communities as safely and quickly as possible.  This commitment is demonstrated by our 950 Rhode Island employees working tirelessly alongside our contractor and mutual assistance teams from across the United States to restore service. We will continue to use the necessary resources and partner with all state and local emergency personnel to get the job done.

The October 2017 storm was yet another indicator of the extreme and sometimes unpredictable conditions we are now facing in the region. The storm impacted Rhode Island as well as numerous other states along the Eastern Seaboard and Canada. The hurricane-force winds and heavy rain swiftly caused widespread damage and outages. Although the weather forecasts underestimated the severity of this storm, National Grid successfully restored power to 90% of our impacted customers within two and a half days.

We look forward to engaging more with the Division in a fact-based discussion about the October 2017 storm and exploring how we can continue to improve our restoration plans and performance. We are dedicated to addressing public safety and minimizing the occurrence and duration of storm-related outages.

New England is still recovering from the damage left by Winter Storms Riley, Quinn, Skylar, and as we saw with Winter Storm Toby – even the most credited forecasts can deliver unexpected results. Through each of these storms, we have shown the strength of our emergency response planning and coordination. We are proud of the continuing efforts of our workforce to provide recovery through the October event, as well as all subsequent storms this year and every year.
