Full Cranston Police Investigation Released, Fung Cited for Lack of Leadership

Following the release of a preliminary report overview letter by the State Police - which raised "serious concerns" about the leadership of Fung's admininstration -- individuals and groups including the RI ACLU had been calling for the release of the full report.

On October 1, 2014, Mayor Fung appointed State Police Lieutenant Colonel Michael Winquist to be the new Chief of Police of the Cranston Police Department. Although there is great confidence in moving the Department forward under the leadership of Colonel Winquist, the problems discussed within this assessment are of a serious nature. The fact that many of these issues remain unrectified to date at the displeasure of Colonel Winquist is a further example of the lack of leadership by the Mayor and his administration.
It should be noted that, despite the internal problems in the Cranston Police Department and the public scrutiny of the Department summarized above, we identified that the overwhelming majority of the rank and file of the Department maintained a high level of professionalism and service to the citizens of Cranston.
