House UHIP Hearing Presses Roberts, DePena, DeBiase for Answers on Botched Launch

It was standing room only for the UHIP hearing at the State House on Thursday afternoon.
The Rhode Island House Finance and Oversight Committees grilled Raimondo Administration officials on Thursday afternoon on the botched UHIP rollout — but questions remain as to the next steps.

Health and Human Services Secretary Elizabeth Roberts, Department of Administration Director Michael DiBiase, and Department of Human Services Director Melba DePena were at the State House to answer questions pertaining to issues with delivery and costs, to individuals who have not been receiving benefits and workers who were reporting heightened levels of stress dealing with the new health infrastructure IT system — that could near half a billion dollars if the State gets its latest round of federal funding requested. 

The Rhode Island Partnership for Home Care sent a letter to Finance Chair Rep. Marvin Abney and Oversight Chair Rep. Patricia Serpa, stating that Medicaid-contracted home care providers and their Medicaid-beneficiary clients had been adversely impacted by the new system’s ongoing delays and errors, causing home care providers to stop accepting new referrals for Medicaid clients — and not have integration into the state-mandated electronic verification system in order to schedule staff and submit claims for reimbursement.

Serpa, who opened the meeting, had harsh words for the UHIP rollout. 

“I believe this is the first ever joint committee on Finance and Oversight,” said Serpa. “ I’d prepared a factual statement, but I decided instead to speak to my heart. As taxpayers, we’re tired of missteps, mismanagement, and misspending — how many more times is this going to happen?”

“Millions of mismanagement to hedge fund managers, [the cooler and warmer debacle] — this affects real people in our districts,” said Serpa of state spending - and slips. “This need to end. “

Committee Questions, Administration Answers

Members of the House Finance and Oversight committees asked an arsenal of questions. 

“How did it go from $135 million to $364 million and now they’re asking for an additional $125 million? Is it [because] ‘it’s not like we’re spending our own money?’ asked Rep. Anthony Giarrusso. 

House Fiscal Advisor Sharon Reynolds Ferland, in a response that was echoed throughout the evening, corrected the lawmaker’s question, which was based on previously reported information.

“Actually, the first estimate we had [in current dollars] was $191 million,” said Reynolds-Ferland.

“[UHIP] is working for the vast majority of the nearly 320,000 Rhode Islanders we serve,” said Roberts in her prepared remarks. “Big transitions take time.”

Former Director of Administration Gary Sasse was less than pleased with the response.

“Tell need people being denied benefits that [the] system’s working for the majority,” Sasse tweeted. “We are dealing with real vulnerable people, not numbers.”

“So after a three hour hearing where many members did their homework and asked the right questions the Administration was directed to submit weekly report to legislative committees and told there would be future hearings,” said Sasse following the hearing. “There was no discussion of next steps to hold those responsible accountable.”
