Providence Police Union Defends Detail Pay

The Providence Fraternal Order of Police has weighed in on the pay of Providence Police officers, following the article by GoLocal's Russ Moore on Monday July 20 reporting that 118 officers made over $100,000 last year.  

FOP President Taft Manzotti issued the following statement in response to Moore's article:

"If an accurate title for a story on this subject matter is the one you used, “118 Providence Police Officers Made Over 100K Last Year”, then a fitting sub-title is “But a Substantial Portion of their Income was Paid by an Entity Other than the City of Providence.” This is important to note because while the former title leads the reader to believe that the City of Providence is lavishing high-paying salaries upon its officers, the latter makes it clear that that is simply not the case.

Moreover, you touch upon the pay police officers accrue as a result of working details, yet you fail to mention the number of hours officers must work to reach the tallies referenced. Details typically require an officer to work long hours (often overnight, and on top of their regular schedule). Details are not just for keeping order at social events and concerts (as your article would lead people to believe), but also for ensuring safety at construction sites, directing traffic, and generally acting in the public’s best interest (albeit paid for by private vendors).

More importantly, an officer does not double their salary by simply accepting a few details here and there. Rather an officer must work a steady stream of details throughout the year to even come close to earning the sums of money referenced in your article. By way of contrast, the City of Providence must do absolutely nothing to earn 24% of the amount paid for each detail worked by Providence Police Officers.

It’s true. In what is perhaps the most staggering hole in your story, the City of Providence receives 24% of detail income and therefore makes a substantial amount of money off the backs of Providence Police Officers annually. In each year from 2005 to 2014 the City made more than $1 million in income from details. The math is quite simple: the more details that police officers work . . . the more money they will make . . . but also the more money the City of Providence makes as well. Likewise, when there are less officers available to work details due to manpower shortages, as there was in 2014, the City of Providence sees less money go into its coffers. Also not included in your story was grant monies the City of Providence receives that pays for some police overtime that does not come from the City tax payer such as the NRT, Click It or Ticket, and Directed Patrol programs.

Lastly if as you put it, “most of the highest paid employees in the Providence Police Department earned their pay by working a mix of detail pay and overtime,” then all this article did was point out that the members of the Providence Police Department are hard-working, industrious individuals who earn money not simply by resting on their laurels and collecting their allotted salary but rather by working long hours for outside vendors and/or investigating violent crimes and homicides. There is nothing embarrassing about that. On the contrary, the City of Providence should be embarrassed that it adds 24% charge to the detail rate of these dedicated public servants.

Wouldn’t the financial out look for the City of Providence be much brighter if the city collected 24% of the value of each building’s worth that belong to the non profit institutions located in the city!
