Providence Police Seize Gun, Ballistic Vest During Traffic Stop Outside “Sip Joint”

The suspect, when questioned by police outside the alleged illegal after-hours bar operation off of Elmwood Avenue, told police he had just come off work as a security guard at a club — but admitted he didn’t have a license to carry a weapon in Rhode Island.

Shortly after 3 AM on Sunday morning, police were patrolling Plenty Street on “sip joint” patrol.
They said they observed a vehicle idling in the parking lot at 102 Plenty Street, known to police as being used for people frequenting the illegal after-hours operation.
Police said that they ran a background check on the license plate and that it came back for another vehicle make and model.
Upon approaching the vehicle, they said they made contact with an operator later identified as Qasam Flynn, age 22, and observed an odor of "burnt marijuana" -- and a ballistic vest and holster on the passenger seat.
According to police, Flynn told police he worked as a security guard at Fuego Lounge — and that he did not have a firearm with him.
When police asked him to step out of the vehicle, officers report that Flynn then admitted he had a “Glock” in his vehicle and that it was “registered to him,” but that he did not have a license to carry in Rhode Island.
Police report searching the vehicle and finding the gun in the rear of the vehicle.
Flynn is facing charges for carrying without a permit as well as registration and license plate charges before the traffic tribunal.
Police seized the gun, vest, and holster; marijuana was also seized from the vehicle, which was towed.
