Sides Spar Following Lafleur's Post-Tolls Resignation, Allegations

The fallout over truck tolls continues, with sides sparring over allegations made Monday.
Groups are digging in on both sides following the allegations made by Rhode Island Independent Contractors' Association Executive Director Bob Lafleur, who said he stepped down Monday due to "intimidation tactics" following the passage of truck tolls, which his group opposed. 

After Lafleur's announcement, the Rhode Island Center for Freedom & Prosperity issued a statement praising House Oversight Committee Chair Karen Macbeth (D, Cumberland) for "vowing to initiate a probe into this incident as well as other possible coercive and unethical tactics deployed by political insiders."

"The bullying tactics and the punishment that was meted out on Smith Hill reached an unprecedented level during and after the toll debate.  We even received a report that a RIDOT staffer was on the floor of the Senate circulating the list of RIDOT projects in person among senators", says StopTollsRI spokesperson Monique Chartier.  "Nobody thought it could get any worse.  But now we hear that the retaliation has reached into a private sector organization!"

Lafleur claimed Monday that his departure was "collateral damage" a result of RIICA's lobbyist, Terrance Martiesian & Associates, cutting ties with the organization on February 11.

"Martiesian & Associates did represent the Rhode Island Independent Contractors Association (RIICA) in 2015, but that relationship ended amicably in February, 2016.  I informed RIICA that I could no longer represent them due to a difference of opinion as to the best method for advocating for a position," said Martiesian in a statement.

Speaker, RIICA -- and Democratic Party -- Respond

“I have absolutely no idea what Mr. Lafleur is talking about.  I never met with him on this issue, nor am I aware of anyone else having met with him, and I don’t even know who he is.  I challenge him to offer any specifics on who bullied him or anyone in his former organization.  The only thing I have been bullish about is improving our state’s economy and job climate," said Speaker of the House Nicholas Mattiello on Monday.  “Chairwoman Macbeth certainly has her hands full in wrapping up our 38 Studios hearings.  I would hope that she does not fall prey to partisan Republican innuendo and politics.“  

RIICA President Matt Olsen responded to Lafleur's statement regarding his resignation. 

“The Rhode Island Independent Contractors Association and Robert Lafleur mutually agreed to part ways today. Mr. Lafleur was the Executive Director of the Association.  While the Association would normally not comment on personnel matters, RIICA feels compelled to set the record straight,” said Olsen. 

"RIICA opposed the tolling proposal put forward by Governor Raimondo, as well as the final version of the bill which was passed by the legislature.  The Association believes strongly that every person and entity has a right to voice its opinion on legislation and should do so. Unfortunately, Mr. Lafleur’s advocacy crossed the line from one of speaking to the merits, to one of personal insults and insinuations.  RIICA takes very seriously, its mission to represent its members at the highest standards and will continue to act accordingly," said Olsen. “At no time did the Association’s lobbyist, Terry Martiesian, suggest that we change our position on the tolling issue; at no time did he say that he was receiving pressure from his other clients to change our position; and at no time did he say the leadership was pressuring RIICA to change its position on the toll bill. These comments are disturbing and disappointing."

The State Democratic Party even weighed in on the situation, issuing the following statement by party chair Joseph McNamara. 

"The Republican Party Chairman is mimicking his national party on a local stage with childish name-calling and unfounded allegations. This comes as no surprise since Mr. Lafleur is a former long-time office-holder in North Smithfield, proudly carrying the Republican banner. I call on Chairman Bell to stop the overheated political rhetoric and join the rest of the state's leaders in focusing on creating jobs and growing the economy. There is simply too much at stake for Rhode Island's middle class."
