Community Leaders React to Providence Police Officer Beating Woman

Members of the community are weighing in on a video taken of a Providence Police officer punching a woman while taken into custody -- and reactions range from outrage to a wait-and-see approach. 

The graphic video, which was first released by GoLocalProv.com, shows an officer punching an uncooperative suspect and dragging her by her hair, as well as a heated interaction between law enforcement and witnesses.

"I’m in a state of shock, obviously that’s police brutality— that woman posed no threat. For a woman to be punched in the face like that like that is beyond the pale, as far as I’m concerned," said Jim Vincent, President of the NAACP Providence Branch on Thursday. 

The police report states that the woman was "biting, throwing punches, and attempting to kick police officers."

In a statement provided by Providence Mayor Jorge Elorza's Communications Director Evan England, the following was attributed to Public Safety Commissioner Steven Pare.

"At this time, it is believed that the video was taken during an incident that occurred in the early hours of May 23, 2016. The patrol narrative with subsequent detective supplement from that incident is attached. I have instructed Providence Police Command Staff to conduct a review the incident in question.”

Mayor Elorza called for an immediate review as well. 

"After seeing the video I believe this matter warrants immediate review. I have directed my Public Safety Commissioner and Chief of Police to fully investigate this incident," said Elorza.

Community Reactions

Luis Vargas, who is running as an independent in District 12 in Providence against incumbent Representative Joe Almeida, commented on the video on social media on Thursday. 

"Absolute power corrupts absolutely. The video...is both disturbing and unsurprising. In the age of social media I am glad that there are people willing to document these abuses, and I encourage people to continue to do so. I worry, though, for how many have suffered abuse like this and not had the evidence to prove it," wrote Vargas. 

"This is exactly why we need body cameras on every police officer. This is exactly why people on the Southside and Washington Park avoid cops rather than see them as their protectors. This is abuse of power, plain and simple, and this demands action," said Vargas. "The officer in question clearly has no respect for his badge and should therefore lose it."

Democrat Lisa Scorpio, who is running for State Representative against Representative John Carnevale, weighed in on the video. 

"It's front page news right now.  Two men are dead because of the police. Frank Moody pulled a gun on some men the other day. This police officer is acting like he is the judge and jury," said Scorpio. "What did this woman do to warrant being thrown down the stairs and punched in the head repeatedly? He is supposed to be de-escalating the situation and that is absolutely not what I saw.  I imagine the neighbors were terrified hiding behind their curtains."

Providence Police Chief Hugh Clements said he was just made aware of the video's existence on Thursday, of the event that apparently transpired in May. 

“I was just made aware of the existence of a video late this afternoon, where police were involved and using force.  We did not have any major incidents in the city last night, and we’re not certain where the video originated from.  We’re in the process of attempting to verify when and where the video was taken and what the circumstances were involved in the incident,”  said Clements.

The Rhode Island ACLU (American Civil Liberties Union) said they would be awaiting the results of the investigation as well. 

"We trust that the police department will conduct a thorough investigation into the police conduct captured by this video, and the circumstances surrounding it, and that the results of that investigation will be made public," said RI ACLU Director Steve Brown.
