Operation Brick Houses: RISP Announces 11 Arrests Tied to Shootings and Drugs

The Rhode Island State Police on Wednesday announced that a multi-year investigation, known as Operation Brick Houses, has led to the arrests of 11 individuals with gang affiliations responsible for violent offenses in the Providence area, on various dates from October 2023 to the present. During this investigation,130 search warrants were executed.  As a result, members of law enforcement seized five firearms, six high-capacity feeding devices, approximately 738 grams of illegal narcotics, and approximately $42,000. 

 

According to the State Police, this investigation was initiated following a highway shooting that occurred on October 21, 2023, on Route 95, in front of the Providence Place Mall. From information gathered during the highway shooting investigation, detectives developed actionable evidence that revealed a network of organized criminals engaged in violent firearms-related offenses, narcotics trafficking, and fraud.  With the collaboration of Pawtucket and Johnston Police Departments, two additional violent incidents were identified, to include the use of GPS tracking devices to target intended victims in two separate shootings, on November 24, 2023, on Moshassuck Industrial Highway in Pawtucket and, on May 26, 2024, on John Street in Johnston.

Participating agencies in this investigation included the Rhode Island Attorney General’s Office, the Pawtucket Police Department, the Johnston Police Department, the Providence Police Department, the West Warwick Police Department, and the U.S. Marshal Service.  This investigation also included the assistance of the Rhode Island State Police Violent Fugitive Task Force and HIDTA Task Force.     

 

The following individuals have been arrested as a result of this investigation and charged with the listed offenses.

 

Enrique Miranda, age 35, Waterman Avenue, North Providence, Rhode Island

 

·       Two (2) counts of Drive-by Shooting

·       Three (3) counts of Assault with Intent to Commit Murder

·       Felony Assault

·       Assault with a Dangerous Weapon

·       Assault with a Dangerous Weapon – Serious Bodily Injury

·       Four (4) counts of Felony Conspiracy

·       Two (2) counts of Discharge of a Firearm During a Crime of Violence – Permanent Incapacity Resulting 

·       Two (2) counts of Discharge of a Firearm During a Crime of Violence – Injury Resulting

·       Discharge of a Firearm During a Crime of Violence – No Injury

·       Carrying a Pistol without a License

·       Possession of a Firearm by a Prohibited Person

·       Possession with Intent to Deliver – Cocaine 

·       Electronic Tracking of a Motor Vehicle

·       Conspiracy – Electronic Tracking of a Motor Vehicle

Eric Grundy, age 37, of Stanwood Street, Providence, Rhode Island

·       Four (4) counts of Assault with Intent to Commit Murder

·       Four (5) counts of Assault with a Dangerous Weapon

·       Assault with a Dangerous Weapon – Serious Bodily Injury

·       Five (5) counts of Felony Conspiracy 

·       Discharge of a Firearm During a Crime of Violence – Permanent Incapacity Resulting 

·       Three (3) counts of Discharge of a Firearm During a Crime of Violence – Injury Resulting

Benjamin Garcia, age 43, of Brook Street, North Providence, Rhode Island

 

·       Illegal Sale of a Firearm

·       Two (2) counts of Possession of a Firearm by a Prohibited Person 

·       Possession with Intent to Deliver – Methamphetamine 

·       Possession of a Firearm while in Possession with Intent to Deliver – Methamphetamine

 

Odell Foye, age 37 of Vincent Avenue, East Providence, Rhode Island

 

·       Possession with Intent to Deliver – Cocaine 

**on January 15, 2025, plead to a 10-year sentence, with 1-year to serve.

 

Wilson Ventura, age 38, of  Lawrence Street, Providence, Rhode Island

Algelys Ventura, age 40, of  Peace Street, Providence, Rhode Island

Marvin Flores, age 31, of  Peace Street, Providence, Rhode Island

Myishia Johnson, age 38, of Lawrence Street, Providence, Rhode Island

 

·      License Required for Business Renting Motor Vehicles

·      Possession of a Stolen Firearm 

·      Possession of Firearms While Committing Controlled Substance Violations

·      Possession of a Firearm by a Prohibited Person

·      Possession With the Intent to Deliver – Fentanyl, Cocaine, Xylazine, and Marijuana.
