Washington Bridge Hearing — Alviti Can’t Name Who Is the Head of Bridge Inspections

The third State House hearing by the Oversight Committees of the General Assembly unveiled that the head of transportation could not answer dozens of what appeared to be basic questions, and when answering, quickly shifted from answering questions about the Washington Bridge to the overall bridge program. This repeated over and over without interruption from the Committee chairs. The House Oversight Committee is chaired by Patricia Serpa, and the Senate by Mark McKenney.

Rhode Island Department of Transportation Director Peter Alviti answered that he "did not know” to dozens and dozens of questions. Even the most basic questions he floundered on - intentionally or unintentionally.

The Washington Bridge, one of the critical infrastructure links in the northeast, was closed in December of 2023.  SEE TIMELINE BELOW

Does Not Know 

One of the most telling exchanges was when committee investigator, former U.S. Zachary Cunha, asked Alviti about the bridge inspection program and who led the program.

Alviti said he could not name the head of the program nor the person's predecessor. The position is obviously a key position in the agency.

Cunha followed up asking Alviti, “Is there one statewide program manager or are there multiple managers for different parts of RIDOT's inventory, if you understand my question? In other words, is every bridge in Rhode Island under the purview of one statewide program manager?

 

Alviti: I believe that’s the case.

 

Cunha: The current statewide program manager, I know we established you don't remember his name. How long has that individual been in his or her job?

 

Alviti: I think for two or three years.

 

Cunha: Do you meet with this person regularly?

 

Alviti: You know I don’t…I mean, I've met... I believe that I've met with him a couple of, several times during this process.

 

And on it went. It should be noted that Cunha did not know the name of the individual, and if he did, he didn't share it with the Oversight Committees or the public.

 

The program manager's responsibilities as defined by the RIDOT manual are:

The Program Manager is the individual in charge of the bridge inspection program, who provides overall leadership within the bridge inspection program and provides guidance to bridge inspection team leaders when requested. At a minimum, one statewide program manager is required by the FHWA.
