Meet the candidates this election year. GoLocal is featuring all the candidates for General Assembly, those running for Mayor in cities across the state, and the Congressional candidates. This feature allows each candidate the opportunity to express their views on the issues. Meet Representative Patricia Serpa. She is running for re-election in House District 27.​

 

1.  What do you think is the biggest political issue this campaign season in Rhode Island?

I think the biggest political issue this season is ethics. We’ve seen too many examples of corruption and people are fed up — worse than that they’re becoming numb to it. That’s why I urge everyone to vote yes on the ballot question on the bill that I cosponsored that restores Ethics Commission oversight of the General Assembly, and it’s why I called for public release of the 38 Studios documents. Until we have that transparency and accountability, we’ll never be able to count on the public trust.

 

2.  What do we need to do to improve Rhode Island's economy? 

We need to strengthen and build upon the efforts we’ve undertaken to improve the business climate. For two years in a row we’ve decreased the minimum corporate tax. I sponsored legislation that eliminated the tax on utilities such as electricity and fuel for businesses. Now we have to let out-of-state corporations know that Rhode Island is a welcoming place to do business. And I think ethics reform will go a long way. Nobody wants to do businesses in a state that has a “who-you-know” reputation.

 

3.  What is the greatest challenge facing Rhode Island as a state?

The greatest challenge facing Rhode Island as a state is definitely an economic one. But all these issues, economy, ethics, education are all tied together. Nobody likes seeing us ranked bottom among states in business climate, cost of living or unemployment. But it’s going to take a lot of hard work in all these areas — not just providing a welcoming tax climate for businesses, but making sure we have a qualified and well-educated workforce waiting for businesses when they arrive.

 

4.  Why are you running for office?  

I’m running for the same reason I always have. I believe that I can do good for my constituents and all Rhode Islanders, and I believe I HAVE done good. I would like the chance to build upon my efforts. I’ve served as chairwoman of the House Small Business Committee and we’ve passed some important pro-business legislation. Now I’m chairwoman of the House Oversight Committee and it’s a good opportunity to hold government accountable and make sure that all government agencies are being responsive to the people they’re supposed to serve.

 

5.  Who is your inspiration?  

My mother had only a high school education and fell into the traditional mother/wife role of her era. But she always encouraged me to pursue higher education so that I could be an independent woman should the need ever arise in my lifetime.
