Riley: Is Wall Street Fueling Rhode Island Pension Funds?

The City of Providence Pension Fund has had reasonably strong performance year to date 2017 of  + 8.2%. That compares to the S&P 500 return year to date of 13.3%. The accepted fiduciary standard of a balanced 60% stock/40% fixed income returned 10.36%. Providence underperformed both benchmarks but is returning well above its expected return of 8%.

The State of Rhode Island pension plan has outperformed the Providence plan in 2017, but has, like Providence, also underperformed both the S&P 500 and the 60/40 benchmark. The State has returned 9.42% year to date 2017 versus 13.3% and 10.36% respectively. The State expects to return 7% on its portfolio. Both plans are doing fine.

Pension funds may continue performing well in 2017. The market has had an amazing run, leaving hedge fund managers like me in the dust. The market has been on a steady low volatility roll since just after President Trump was elected.

So far in 2017, we have only seen 5% of trading days with a move in the S&P 500 of greater than +/- 1%; by far the lowest level since 1982, when intra-day data began to be recorded. In addition, for the first time in a dozen years, there have been no +/- 2% days this year; while the maximum drawdown has been the shallowest in the history of the S&P 500. If October produces a gain a new monthly gain consecutive record will be set at 12 months.

What now?

I strongly feel the market is overvalued, but since I clearly have no clue right now I am going to defer to Arthur Cashin, the well-known market analyst seen on CNBC and my former partner at UBS. 

His take is usually very good. My hands are in my pocket though I am buying some put spreads on SPY and IWM because they are cheap. Investors have had a great ride, but I’m getting off the train and they can finish the ride this year without me on board.
