Mattiello 1-on-1 Interview: New Stadium Proposal to Be "Revenue-Positive"

In a one-on-one interview with GoLocalProv, Rhode Island House Speaker Nicholas Mattiello said that he is negotiating a new "revenue positive" deal for the proposed Providence stadium for the Pawtucket Red Sox.  

In his discussions with the team's new ownership group, Mattiello made it clear he is trying to broker a more palatable deal than the one first put forth.

"I understand the frustration," sad Mattiello of the public's reaction to the first proposal. "I didn't like the first deal, I didn't support it either.  Ultimately, it's up to the public."

"That doesn't mean we'll do a referendum," said Mattiello.  

Mattiello said that he thought that the question of whether or not the PawSox should remain in Pawtucket  "skewed the analysis."

"I think if you ask them to you want them to stay at McCoy that skews the analysis," said Mattiello.  "There are a lot of people who are probably are comfortable with it being where they are -- but if you dig deeper, if that model is antiquated and they'll leave Pawtucket anyway, do you want them to come to Providence or leave the state, what I hear from people is they want them to stay in RI particular."

 "Revenue Positive"

When asked about the vocal reluctance to support a project with any public investment, Mattiello said that the new deal crafted would be "revenue-positive" -- but would not offer any details as to what that might look like. 

"Public investment?  What I can say is that the deal that will be revenue positive," said Mattiello.  "There will not be any cost to the taxpayer over the 30 years. I can't go into particulars, until the deal is put forth, but what I can say is that all of the revenue less the expense is a positive number."

"We're doing our direct analysis, and that's just for what's coming out of the ballpark," continued Mattiello.  "If you're revenue positive you'll have spinoff activity, and while that's significant, we're not even counting that.  If you can be positive within the four corners of the ball park, then you'll have a multiplier  effect, you'll have a great sales tax, and you'll help draw business into Providence, and and you'll have a more dynamic society.  That's why I've tried to keep the train on the track to make sure that we get a good deal, if we can't then we won't move forward, and I think we're in a position to directly benefit the taxpayers."

Mattiello addressed the recent Pawtucket Red Sox visit to the Durham Bulls in North Carolina, where the attendance the night of the game in the 10,000 seat stadium was less than 4400.  

"I don't expect any AAA stadium to be at full capacity all of the time, I'd think that Providence would do better than Durham and I think our attendance would be better than at McCoy," said Mattiello.  "If you look at 4000 or 5000 people coming into Providence on a given night that's a good evening.  Investment creates activity."

"We're nearing a final proposal with our engineers with the PawSox, Joe Azrack and Andy Zimbalist are working together and coming to terms.  The engineering is not ready on the storm water runoff issue, and there are some issues that have to be addressed  -- so it might not be ready for the fall.  If we have something ready, and get the public feedback and determine if the public wants to to move forward, then I'm not ruling out a fall session.  

Fall Session

Mattiello said infrastructure needs would most likely be dictating whether or not a fall session would transpire.  

"That will be determined relatively soon as to whether we're ready for a fall session," said Mattiello.  "We have infrastructure concerns that have to be addressed. The Governor made a proposal that the House didn't pass because of the impact on the economy. We are looking at different ideas.  My staff is working with the Governor, I'm working closely with the Governor.  I believe that we'll have a proposal ready for the fall and address infrastructure needs. I applaud the Governor for tackling the issue."
