He might have acquiesced the Providence Mayoral race in 2014 just weeks before the primary, but there is no doubt as to who is the power broker behind the scenes at City Hall. 

Mayor Jorge Elorza wasted no time in appointing former opponent-turned-confidant Brett Smiley his Chief Operating Officer (landing him on GoLocal’s 15 to Watch in 2015) just weeks after being elected, indicating that the office would run with a business-like approach to tackling the needs of the city.

The new administration taking the reigns midway through the fiscal year, announced an optimistic, ambitious budget plan in April for fiscal year 2016 — and a month later announced that the city was facing a structural deficit of between $11 to $19 million a year, and had to do something — namely a platoon shift for the city’s firefighters from four to three, that the city says would save $5 million a year starting in 2017

The move made a different alright -- it immediately set off a proverbial firestorm from the firefighters union and its members for not being consulted prior to the decision, who then fired back with numerous contract grievance charges that are now tied up on the legal process.  The decision - and it rollout — made its mark on the Administration’s first year in office, and time will tell if the move made by Elorza’s COO plays out in the end.  It’s a Hail Mary for the city teetering on the verge of bankruptcy, and the outcome will no less than impact the fate of Providence’s future.
